The Rooppur plant, funded by an 11.38 billion dollar Russian loan, was initially estimated to cost approximately 113,092 crore taka. Today, that figure has ballooned to 139,274 crore taka. The dollar value of the loan is fixed, but its weight in taka is crushingly variable, having already jumped dramatically. The planning assumption for future payments is a sobering 122 taka per dollar.<\/p>\n\n\n\n

Revised agreements have extended deadlines, and while contractual costs have not increased, depreciation of the dollar has raised overall project expenditure by approximately 26,000 crore taka, pushing the total cost to an estimated 138,686 crore taka. Bangladesh must repay this over 28 years, beginning repayments between 2027 and 2029, at a time when the country is simultaneously under an IMF bailout program.<\/p>\n\n\n\n

Every dollar earmarked for Rooppur’s loan service is a dollar not available for stabilizing the taka, importing essentials, or investing in the people of Bangladesh. That is not an abstract concern. That is real money that could have built hospitals, schools, and roads.<\/p>\n\n\n\n

No honest analysis of Rooppur can avoid this subject. In April 2023, as a result of sanctions on Russia making payment in US dollars not possible, the Bangladesh government opted to settle a reported 318 million dollars in pending repayments in Chinese yuan. <\/a><\/p>\n\n\n\n

It means Bangladesh is now financially entangled with Russia in ways that create complications with Western financial institutions, the IMF, and international banking systems. Russia supplies the fuel, built the plant, and controls the technology. That dependency does not end when the loan is repaid.<\/p>\n\n\n\n

4. Years of Delays and Cost Overruns<\/strong><\/p>\n\n\n\n

Construction of the first unit commenced in November 2017, with commissioning initially expected in 2023. Officials attribute delays to the Covid-19 pandemic, the Russia-Ukraine war, complications in financial transactions, logistical challenges in importing equipment, visa issues for experts, and foreign currency shortages.<\/p>\n\n\n\n

A further six-month extension pushed the overall project completion date toward June 2028 for the second unit. Every delay adds cost, adds interest on the Russian loan, and adds years during which Bangladesh continues to burn expensive imported fossil fuels rather than nuclear electricity. A project that was supposed to be generating power in 2023 is still ramping up in 2026. <\/a><\/p>\n\n\n\n

5. Nuclear Safety in a Flood-Prone Country<\/strong><\/p>\n\n\n\n

Bangladesh is one of the most disaster-prone countries on earth. The Rooppur plant sits on the banks of the Padma River. The plant features passive safety systems and self-cooling for 72 hours without human intervention, and has a core catcher as well as double-containment reinforced concrete layers to prevent radiation leaks. If managed well and repaid without crisis, Rooppur could indeed be the energy foundation that lifts Bangladesh into a new economic tier.<\/p>\n\n\n\n

But the risks are equally real. If mismanaged, Rooppur risks becoming a costly burden that highlights the high stakes inherent in such ventures. A mounting taka-denominated debt on a dollar-denominated loan, allegations of billions siphoned off in corruption, deep dependency on a geopolitically isolated partner, and years of delays have already turned what should have been a story of pure national pride into a story with serious asterisks. <\/a><\/p>\n\n\n\n

Bangladesh is caught between the hammer of a strategic, Russian-financed megaproject and the anvil of a dollar-dependent global system it does not control. That is a difficult position to be in, and it will require exceptional governance over the next three decades to ensure that the electricity Rooppur produces is worth the price Bangladesh ultimately pays for it.<\/p>\n\n\n\n
